I told you how much I loved the idea of this when you first brought it up. I still love it now.

Fuckin slam dunked the vote on this through the upper atmosphere and into earth's surface at .999999c, obliterating the planet in a shockwave of ionizing wrath.

I think I found a typo, a few lines into the description you used "possess" instead of "possesses" when referring to the SCP.

I'm tempted, but I'll have to give this a no-vote for now.

The twist itself is really why I've landed on no-vote. Simply making the "Hateful Star" an -EX, and it's pulses a fluke of nature / human perception just doesn't hit me that hard. I like SCPs with the "science just hasn't caught up yet" twist, but not so much in this case.

I think the fact that the star is pre-established to be "incredibly unstable" and have an "unpredictable axis" makes it lack the perceived maliciousness of the original article. Without it, it's just a random stellar object that seems to be giving off aggressive messages. If it can create radiation bursts strong enough to devastate our planetary ecology… why doesn't it just do that? Does it not know where we are? The intent, the threat, just isn't there.

I was always a massive fan of the original Hateful Star and while it's a damn shame it's been gone from the site for so long, I feel like this is a really interesting re-use of the concept, so +1 from me.

The problem with this is one that's common with -EXs, in that I knew exactly how this would end as soon as I'd read the description. And unfortunately, for me, the intended idea (to emphasise just how cold and uncaring the actual universe is) really didn't land, leaving me ultimately just disappointed at how predictable this was.
