Since I do this for all my articles, what's going on?

If you take note of the dates, the update was made after the Annam Plan. And no, the Foundation have no part in the outcome. I mean, the Annam Plan is manned by the UN (parent organisation of their no. 1 rival – GOC). Besides, the Foundation is an organisation of mostly R&D, intelligence and military elements. Diplomats would not be their strong point.
Anyway, the status of Cyprus may be purely of the people's will or something else?
As for the shortness, it is implied to be from lower clearance level (Level 2, in fact). The information presented here are solely on a need-to-know basis, enough for the in-universe reader to fulfil his job scope.
