It's pretty good, but I don't see the point of including the termination requests after we already learned about the revolution. It doesn't really add anything to the story.
I added it to give the article some more meat, I guess, and to emphasize the inevitability of the butterflies' demise. I added it because I felt like I shouldn't have left that line where the termination of SCP-5388 was pending on its own
TLDR; Liked the premise, though the execution leaves me not voting at the moment.
Review
I think the interview was a bit too tedious and also not well-constructed enough. Felt like exposition without the need for it.
However, I loved the narrative - the revolution part and the emperor's descent into desperation as the people uproared against him made me smile. Showing this through his less and intelligible wording as less and less of his subjects agreed to form his sentences was very nice!
It just seems some unnecessary parts were left in. If it had just contained a small interview, minor incident reports and then the revolution I think it would have been better off, you know; less is more-style.
I do wonder if you've read SCP-408?

Maybe, but I'm pretty comfortable with what I have. I'll be sure to address the footnotes.
This attempts to do two things, neither particularly effectively. The interview and incidents attempt to develop this empire, though the overly expository nature and irritatingly incoherent communication of the anomaly is tedious to get through. There's definitely some potential in this overall idea, but potential development is thrown out of the window in favour of an entirely out-of-place correspondence with O5-1, which tries to add another angle to this article without any real justification in or out-of-universe.
