At the risk of sounding like a perv, if Bright ended up 'wearing' everybody on the planet, Why would he/they be worried about following laws based on calendar age? The laws are there to prevent the stronger from taking unfair advantage of the weaker (for the most part), but how could bright take advantage of himself? He still thinks like himself, regardless of the age or species of the body he's 'wearing,' and he knows exactly what he's doing when he's flashing himself. Even if he were to try to take advantage of himself when he doesn't want to, it would seem likely that he would be close buy to stop himself from doing something to traumatize himself.
On a side note, writing about Dr. Bright can get confusing if there are multiple simultaneous 'iterations' being discussed.

It was more of a moral issue then anything… and, honestly, displaying Brights sense of humor. Which is odd.
