This tries to do many things. Musing about 173's anomalous effect, reference the crosstest era, question the SCP's motive, meta-reference as being the first SCP, and the mystery of the HMCL…
And frankly, the result is rather messy. I know there's another Tale (in this not-contest) that muses 173's various origins, but that did those origins clearly and used as the conceit.
Here, the pieces do not fit perfectly. In particular, the meta-reference feels way too out of universe and comes off as a sudden shift to break the fourth wall. The HMCL part works alright, as are some of the musings.
Ultimately, I find it weird that the narrator would be musing so much when a fellow man (D-class, but still) is about to die. Come to think of it, won't the Foundation prepare spare humans as backup lookers to keep an eye on 173 in case it culled off one of the original onlookers? I know the original article did not have that, but it's a reasonable allocation of manpower.
