It stems from that phone number not being used yet. Combined with the fact that there's already temporal fuckery going on, it's reasonable to suppose that this loop started in the future. Which means that, at some point, he's probably going to cause an actual nuclear explosion. At a Foundation site.
Does that make sense at all, or am I missing some obvious thing?

I like the idea. I'm upvoting based on the idea. Parts of the execution are a little weird, though. The containment procedures are really specific, maybe more so than is necessary. Your next-to-last line has a spot of "redacting multiple sentences to change tone suddenly", a thing I hate (though you wouldn't be the only person here doing that). And the last sentence, the crosslink, is a wee unnecessary.

The idea is very good, but in general, crosslinking SCPs is not a good idea. The radiation dose might be a bit low, also. The lethal dose of radiation at the Goiaina disaster in 1987 was 4000-6000 mSv, and people survived doses of 7000 mSv.

Couple things:
If SCP-1033 attempts an escape, all efforts are to be made to stop it to prevent massive radiation contamination.
This seems superfluous, as of course the Foundation is going to try and keep him from escaping, regardless of the reason why.

I'm a little unclear on this. Are they hearing a noise like static from a TV or radio just in the air? Or are radios in the area suddenly playing static? It could maybe use some clarification.

In regards to the static, the intended meaning was that the witnesses were unsure of where the static came from, as if it just played inside their heads. Any tips on how to convey this while maintaining a professional tone?

I advise adding a few seconds to each stage here. 30 paces in 10 seconds isn't really walking….typing and sending that message in 6 seconds is really fast. You could basically extend his cycle to a full minute without it feeling lengthy.

basically i suggest taking everything that you're having him do and go through the motions, recording yourself doing it. time yourself, and find out how long it really should take for each section, and then use that.
You cannot know the megatonage of a device from the radiation unless you know the distance.
Okay, you can estimate it based on the time from when he sends the message to when he starts to lose bits of flesh… Assuming he's the one that sets it off!
Personally, I'd put a D-Class (in a rad suit) next to the guy and steal his phone and the envelope…
I was thinking they would use the amount of time between when he starts to burn and when he's knocked back. The light moves at light speed, but the shockwave only moves at the speed of sound.
Also, they should mention the time between these.
I think they might be able to tell the size of the nuke based on the temperature, which they could find by looking at the light spectrum. Also, they might be able to tell based on how long it lasts. I'm not remotely an expert on this, so if anyone else knows, I'd appriciate it.

The idea is okay, but a couple of things in the description don't ring true scientifically.
"SCP-1033 was emitting well over the lethal limit of radiation, approximately 15,000 mSv"
Sieverts are a measure of the total radiation dose received by a subject over a period of time, whereas this sentence seems to be talking about the rate of radiation emission by the source itself. That would be measured in curies or becquerels. Also it makes no sense to talk about whether a source of radiation is lethal or not, as that depends entirely on distance and length of exposure.
"The injuries SCP-1033 sustains correspond with that of a victim of a 1.5 megaton nuclear device being detonated."
This makes no sense either, as the effect would depend tremendously on how far away the subject was from the centre of the blast, and there doesn't seem to be a way of estimating that from the information available.
No vote from me for now, for precisely these reasons. Fix 'em, and you'll have earned my upvote. The abovementioned temporal fuckery, as well as the general (and well-executed) lack of explanation, makes this for me otherwise.

Righto, thanks for those tips. I'm not exactly science savvy so this helps a great deal. ANy suggestions as to what I can use instead of megatons?
There's probably no need to mention megatons at all, just describe some effects suggestive of exposure to a nuclear blast. E.g. the subject's clothing begins to smoulder and bursts into flames, and a few seconds later he is swept away as though by a powerful blast wave.
You can keep the megatonnage as long as you also specify a distance from the blast.
