Okay, here we go. This is a quick read since I'm clearing out forum backlog. Here are my thoughts:
Containment seems pretty solid. I personally am a huge fan of relatively-short, but unusual and detailed containment procedures. Good start to the article.
That said, I feel like I have to agree with your statement that it feels rather non-anomalous. While I was reading, it did remind me of some of the case files I handled when I volunteered in a hospital's psyc department. As such, it doesn't quite feel like flash fiction, more like a rather unorthodox real-life case.
Personally, I'd like to know more about how and why the "After success at dividing and recombining as two copies, guy splits himself into four copies each with a quarter of his intelligence." bit came about. Maybe consider making this into a tale, which combines both prose and Foundation documentation? Something like Revised Entry or Reality Check? That way you can convey more of the offscreen stuff without making the Foundation's POV seem too omniscient.
