Um… I feel like many of the primary issues expressed regarding the previous versions still kind of stand: it's never really clear to the reader what is going on.
The first section (separated by the long lines) seems to detail a creation story, told by a speaker who is never made clear. I as a reader am still lost as to who is narrating that portion, and how they relate to the Foundation-verse. The creation story itself seems kind of generic, and I never have a good idea of what "it" is or what "us/we" are.
The second section introduces the Administrator… for some reason. I don't know who is speaking to the Administrator. I don't know why they're speaking at all. I don't know why this "Midnight" keeps being referenced, or how I should feel about it because it seems to be the standard insert for the Big Bad that we are repeatedly warned and told stories about but never actually witness in a meaningful way. Also, where is the Foundation even at with regards to this discussion? Is it just starting out? Has it been around for a good century or so?
The third portion doesn't really answer my questions. In fact, if you swapped out "Administrator" for another non-SCP-related title, I would have a hard time identifying this as a Foundation-verse piece. It seems like fairly common-fare Sci-Fi or maaaaybe Fantasy work, but it doesn't really seem suited to the wiki. The heavy majority of the content seems to be generated from your personal designed world/canon/constructs, something that we as the reader know nothing about.
I'm not sure about this, in all honesty. What impact do you want this to have on the site? What are you trying to introduce to the Foundation'verse here? How is what you're contributing something new and exciting for that universe?
