Not sure how to make the idea more interesting though. I suppose if maybe it started out as a full werewolf? But was severely injured? Hence all the scar tissue, except the scar tissue itself is very slowly healing. So they have to keep scarring him to slow down the process. And keep him human. While trying to find a way to neutralise his anomaly? Sort of a ticking clock aspect, with some backup plans, trying to help him retain more and more control during transformations, though if this will help in the long term, is still uncertain. Make the SCP more of a character piece, with the victim struggling to stay human?
