First of all, the Foundation is an international organization. As such, it uses the metric system for measurements(centimeters, meters, kilometers) and not the US system(inches, yards, miles). Secondly, this is way too specific and elaborate. The Foundation isn't just going to line a cell with nobs and brass fixtures when it can easily just lock this thing up in a box. You state this is capable of movement, but since you don't state that it is capable of breaching a secure cell or really any material if unrestrained, then a simple storage locker will do.

Taking an anomalous bag out to a civilian Walmart every 2 weeks while knowing full well that it has a compulsive effect, can move on its own and can hold much more objects than normal(which will cause a scene at the checkout line) is neither efficient nor practical. If containment became significantly more difficult or impossible if this did not occur, than the Foundation would still go to measures to make the Walmart run as brief and discreet as possible. I honestly recommend removing everything related to these Walmart runs in your containment procedures.

This single sentence accomplishes your opening lines about nobs and hooks. And SCP-XXXX isn't capable of breaching these instructions. The only way you could keep the Walmart runs in is if you make not going to Walmart detrimental to containment. Remember, the Foundation is obsessed with optimization. It will do nothing more and nothing less than what is absolutely necessary to keep an anomaly secure and contained.

This part drags on for a bit. I recommend just trimming this down to what is effectively being said: this is a Wal-Mart carrier bag. You can discuss the presence of the logo and motto if you want, but be aware that you go more in depth with these topics later on.

The insides of the bag appear to be of normal dimensions of a carrier bag of it's size and make, but it is capable of thus-far holding at least 1000 times it's carrying capacity without spillage or showing signs of stress.

Make sure you mention the strain on the carrier. If this bag can hold 1000 times its normal carrying capacity, will the carrier be forced to lugging around that weight? Or does the weight cap at some point?

That's because this word is infamously associated with hand-waves, meaning that they can indicate that the author simply doesn't want to bother explaining or justifying it. Now since this is anomalous behavior that doesn't obey physics, I don't expect you to justify this with the most science you can. However, I would avoid the word regardless and just stick to "SCP-3957 is always capable of holding any object that can fit in it's outward-apparent volume." I also recommend against using the phrase 'bag-sized item.' I understand what you're trying to say but this is a little too vague for the clinical tone expected here. A scientist would try to be as precise as possible.

I believe you are looking for the word 'sapient.' I don't really know what a Caucasian voice sounds like, and there are plenty of people who sound 'American' but actually aren't. Also, technically there's no such thing as a voice that has no accent(except maybe a robot but there are arguments). People often associate accents with voices from other countries while believing that the voice of their own country has no accent. This is not the case, and I can assure you that people in, say Britain or China recognize what an American accent sounds like.

SCP-3957 will continually to attempt to get any humanoid around it to take it to the nearest Walmart to purchase any random assortment of goods, commenting on prices and deals as it wishes. It's instances are sated when used, and it is then capable of going stretches of time speaking without mentioning Walmart or shopping. When in such a state, SCP-3957 is described as 'kind and polite, but blunt', and has been cooperative with questioning, though it claims that it has no information regarding itself aside from "Being a helpful bag for the local Walmart super center."

"It's instances are sated" doesn't make any sense. I don't know if there's a spelling error or you're trying to say something else but I didn't understand this. Also, all you have done in this article referring to the voice of the bag is describe it. You, however, do not show it. Remember, simply writing what something is like isn't nearly as powerful as showing it off straight to the audience. An interview log can accomplish this.

I honestly lost interest in reading through the rest of the article halfway through the description. It's a Walmart bag that can hold a lot of stuff and wants to be used. I don't see what meaningful, realistic stories can be made with this at the moment. While the Foundation's interactions with Walmart have potential, the link that you're creating here is not very strong. I recommend taking this concept over to the Ideas and Brainstorming Forum.

I don't really like either addenda. The first one is a large chunk of telling, but not showing, of your SCP interacting with a researcher. The second one is about the bag trying to make fingers and only serves to further cast doubt on the legitimacy of the current containment procedures.
