However, I would avoid the word regardless and just stick to "SCP-3957 is always capable of holding any object that can fit in it's outward-apparent volume." I also recommend against using the phrase 'bag-sized item.' I understand what you're trying to say but this is a little too vague for the clinical tone expected here. A scientist would try to be as precise as possible.

I believe you are looking for the word 'sapient.' I don't really know what a Caucasian voice sounds like, and there are plenty of people who sound 'American' but actually aren't. Also, technically there's no such thing as a voice that has no accent(except maybe a robot but there are arguments). People often associate accents with voices from other countries while believing that the voice of their own country has no accent. This is not the case, and I can assure you that people in, say Britain or China recognize what an American accent sounds like.
SCP-3957 will continually to attempt to get any humanoid around it to take it to the nearest Walmart to purchase any random assortment of goods, commenting on prices and deals as it wishes. It's instances are sated when used, and it is then capable of going stretches of time speaking without mentioning Walmart or shopping. When in such a state, SCP-3957 is described as 'kind and polite, but blunt', and has been cooperative with questioning, though it claims that it has no information regarding itself aside from "Being a helpful bag for the local Walmart super center."
"It's instances are sated" doesn't make any sense. I don't know if there's a spelling error or you're trying to say something else but I didn't understand this. Also, all you have done in this article referring to the voice of the bag is describe it. You, however, do not show it. Remember, simply writing what something is like isn't nearly as powerful as showing it off straight to the audience. An interview log can accomplish this.
I honestly lost interest in reading through the rest of the article halfway through the description. It's a Walmart bag that can hold a lot of stuff and wants to be used. I don't see what meaningful, realistic stories can be made with this at the moment. While the Foundation's interactions with Walmart have potential, the link that you're creating here is not very strong. I recommend taking this concept over to the Ideas and Brainstorming Forum.
