This wasn't terribly interesting I'm afraid. Sure I liked the description of the appearance, but the effects didn't have anything to do with the title of your SCP. It just seems like another generic, SCP that kills people, for no reason. And while that in itself is 'fine' it also needs a story to make it interesting. Like it was a sword that belonged to a family of nobles in the UK.Maybe one of the modern day members of the House of Lords, had an ancestor that owned it originally.
Why not have the sword be an item, coveted by megalomaniacs? It could grant a list of benefits, to its owner/host. But requires feeding on blood or life essence to keep providing this? The blade can deflect bullets and give its owner the skills of the previous owners, making anyone holding it, a capable swordsman. I'd recommend taking this idea back to Ideas and Brainstorming forum, before working on it further, get a few more ideas there.
