So, what's this got to do with anything? Well, my idea for the narrative is this:
Backstory:
B used to work for the agency that was responsible for containing A. The two were close, and the agency used this to keep them both in line (Her abilities influenced things as well). One day, something happened (I still haven't figured out what) and her ability went crazy, tearing her reality apart. She was forced to pierce it back together, but only out of the knowledge and memories she had herself. As a result, her home world is effectively a patchwork landscape of famous sights and places. B, who survives do to his closeness with her, doesn't know that she caused it, so the two of them set out. At some point, her desire to keep him safe turns him immortal after he suffers an almost fatal accident. When she confesses she is responsible for what happened, he turns on her, and she uses the anomalous doors from her dimension to flee to others (including our own). He follows.
Although her ability would suggest that she can stop him from chasing her, she is actually guilt-ridden over what happened, and this is what allows him to follow, but never quite catch up; she wants to be punished for what she did, but isn't quite ready to die for it.
This is basically the setup for the SCP itself. Most of the information would be expressed through either field reports, or on the spot interviews (neither A or B are interested in stopping for a formal one).
As for the narrative of the SCP itself, after all the relevant information has been given, maybe the Foundation is able to send a researcher with B, and get his side of the story. He explains that the only thing keeping him alive is the fact that despite their animosity, they both still care for and love each other, and so her ability prevents him from losing his immortality. At the same time, he isn't sure if his inability to finish the chase is due to himself, or her. The researcher would maybe suggest that they aren't getting anywhere because they are just running away from their responsibilities and problems, and suggests they at least attempt to talk it out. Although B would initially laugh this off, I've got two ideas for where to go:
Ending A: B actually ends up catching up to and killing A, then falls apart into dust, due to losing his immortality. The SCP is neutralized.
Ending B: B catches up to A, but the two of them end of talking, and tentatively reconciling. They both go back to their original dimension with the hope of slowly restoring it. The SCP is pending neutralized.
