So my first concern with this overall is that there is no story, no drive for someone to say +1 to it. Its just a "heres a magical object" thing.
SCP-XXXX is to be kept on a shelf within it's 18x18x18m room away from the pool table to keep it's anomalous effects from activating while not under surveillance.
D-class are allowed to play pool using SCP-XXXX, but need to be under surveillance by level 1 or higher personnel.
uh…why? usually people don't just get to play with scp's. Also there is so little info in this document that I don't know if its dangerous or not, therefore, if i was the head researcher here, I would not allow them to play with the ball. Also you just said that the ball needs to be away from the table, yet you are allowing people to play with it at the table? please elaborate on this. This containment doesn't show me this is an odd object, its just baisically "hey, heres a ball to play with at the pool table"

Why? there is once again so little info I don't know why this makes it special? most pool balls already have the numbers on them? why does this one not? why does it need it written on like this?

Why?, How, is it just because of victory and defeat? that victory isn't even a good victory. Your reward loss ratio is off, and there is no reason. Ultimatly this is just a simple item that does a mystical thing for no reason.
Overall, this is just not that interesting, its just an item that does a thing for no reason. Theres no story to it, no reason, no affect. The reward loss ratio is off, death and sexual desire are not equal in a reward loss ratio. Death and Greatest sexual desire coming true is, but just realizing isn't something thats really that big of a deal. Have you taken this to the idea forum? I think it will help build this up alot. As it really needs structure, as right now its just a bare bone skeleton/list of what this thing does. theres no reason to really read it, so please take it to the idea forum. As I think the idea/concept can work, just needs a story and more detail :D.
