Basically I got an idea of some sort of computer virus that can breach tons of security measures and such but can't translate a certain language.

The idea is a virus disguised as an Antivirus program so that it can bypass security measures but when it comes across a certain language-German for example-it can't read it or bypass it. Besides that it would just travel around the internet taking classified information[even though it has no one controlling it]and storing it for…something? I know what I want the main concept to be but there are details I need help working out to actually get this idea rolling, or stop it rolling if I really have to…

Well, to an extent this isn't really that anomalous. Viruses and scam programs regularly disguise themselves as antiviruses irl. The weird thing here is the language specificity, when that's not how normal programs work since its just data extraction regardless of what that data is. To exploit the window that opens, I'd recommend exploring a narrative centered on the divide between human language and programming languages, with this virus being somehow "written" in human language instead of code.
