Okay, so… I took a quick look at this since it fell to page 3 with no replies. Here are my thoughts:
First off, containment seems kind of ridiculously complicated. Why isn't the candle just kept with a fire-retardant material wrapped around the wick, and kept fully submerged in a liquid of some kind within a shatterproof container?
Second, lots of little hiccups here and there. The redaction in "After being SCP-3828-2 for approximately one (1) day, all subjects begin to act and speak similarly, it is hypothesized that [REDACTED]." is a little sloppy… it's hypothesized that they just want to party hard? There's not enough context for the reader to fill that stuff in well themselves. I recommend reading over this guide on interesting expungment for some tips. Generally, the number (#) numeration is used for extreme precision measurements that can be fatal if misinterpreted, like drug prescriptions. Alternatively, it's for legal reasons to avoid ambiguity. You don't need to do that for easy-to-count whole numbers. The presentation of the sub-designations SCP-3828-1 and SCP-3828-2 is kind of sloppy and convoluted and could be improved by just briefly describing both from the start so the reader is properly oriented. And so on.
With regards to the object itself though… it's kind of bland. Also, how would the Foundation know that it affects non-humans too? That's a lot of different kinds of animals. Do they suddenly start considering themselves "The Speaker" and whatnot?
That said, this is kind of your garden variety "forces people to act a certain way" object. The fact that there is a cult involved for… some reason also sort of cements the cliche potential. Take a look at the articles tagged with "compulsion". Furthermore, the SCP's effect forcing someone to do something tends to be a bit of a lame narrative, since things are more interesting if there's a struggle involved, and/or if the people instead do terrible things of their own volition. Consider reading through the further discussion on the narrative issues of compulsion and addiction effects.
I recommend getting the base idea polished up in the Ideas and Brainstorming forum before you try fixing the draft.
