I think you've totally nailed the Foundation voice. I've got a few little nitpicks listed below (more personal preference, really) but overall I like the way this is written.
However, I don't like the concept at all. It's a little overdone by this point and needs to be reworked if you want to continue with this.
SCP-!LG is written 22 times in a fairly short article. Maybe replace some of it with "the object(s)" or something like that.
Special Containment Procedures:
This should be in bold, so should all your other subheadings (description, discovery log, etc)
Instances of SCP-!LG are themselves inanimate, requiring only to be collected upon manifestation
This seems a little wordy. I don't need to know they're inanimate at this stage, just that they're collected and stored.

You don't specify what they actually are after this. From what I can tell they are lawn gnomes, just lawn gnomes with anomalous properties.

You reference an incident report then a few sentences later describe what happened in the incident. It takes away from the suspense/mystery.

This might just be me being an idiot, but what is a 'Wildling' instance? Are they the ones in non-residential areas?
The remains of a human male and of a juvenile instance of SCP-!LG were located within the ashes.
Is this the incident? Why is it in the discovery log and not the incident report?

These characters don't come back for interviews and all we know about them is the first letter of their first name. I think "two survivors" will suffice, no need to name them.
Quarantine
I think this should be called "addendum XXXX-1" rather than quarantine, and also should be bolded with a colon after it.
Field Researcher @RSName has been assigned to SCP-!LG.
A character gets introduced right at the end of the story for no real reason. Without this I'd assume the Foundation were researching the phenomenon, this seems unnecessary.

Yeah… I'm thinking this may have been more a brainstorm. Can I request a thread move? It's like… I have the meat and the spice and the tools, I just can't figure out how to get this together to get a steak. I don't want to give up, even missing the full incident report (should posted what I have of it) and logs. I'm gunna flesh this out and just save it as a reference. Even bad ideas have their value.

To continue the metaphor, it's a bit too far along to say you just have the ingredients together. You've already made the steak at this point.
