Summary:
Immunity to amnestics + multiple memetic effects = telepathic abilities, I guess.
Thoughts? Critiques? Already-been-done-befores?
So I like the idea of this D-Class becoming an SCP, but I have some suggestions to make your SCP more fleshed out.
1. The D-Class can spread out any attempt to use amnestics on them. So they can dilute the effect or resist it entirely by using other people in the telepathic link to store memories or give them the effect of the amnestic on a much smaller scale, diluting its effect to be negligible/ineffective.
2. They can read minds obviously, would this include minds in Rem sleep? Could this be used to conduct an interview with a dream based entity? Making this D-Class useful in some manner, and not worth just dissecting?
3. Keeping quiet about his knowledge and ability works fine. Perhaps they can use that to escape, say reading minds to access button-combination locks? Accessing the armoury for gear or releasing low-level threat SCP's to distract but not kill anybody.
4. Maybe telepathy can be used over long-distance? Say our D-Class uses this to establish contact with other D-Class and SCP's to plan their breakout. Maybe it allows them all to cooperate or even share knowledge and skills?

1. Not sure what you mean, but to clarify: I would prefer that the immunity to amnestics be just a random-chance genetic oddity. The telepathy would come from the fact that researchers could effectively use the monthly amnestic as a way to test multiple memetic effects on a single person without needing to fill out the paper-work needed to apply amnestics. The reason for the amnestics is that once the memetic is removed from their memory, it would no longer affect them, allowing other effects to be tested. Since all memetic effects tested would remain effective on them, they would eventually somehow add up to giving the D-Class/SCP telepathy.
2. Basically, the power is meant to be a permanent two-way street. They can read the targets mind, but the target can also read theirs, and there wouldn't be a way to remove it (other than stuff like telekill alloy). The ability is spread by making direct eye contact with the target, leading to a memetic image(or something), with the its effect causing the link. Once the monthly amnestics are applied, the memetic image would be removed from the target's memory, and so the link would be dissolved.
3. This is probably where the SCP would end up going, honestly. They wouldn't be able to figure out passcodes without the subject being aware of the effect, but as the description said, a few assistant researchers or janitors or whatever might be annoyed at the foundation enough to willingly help.
4. Working with other D-Class is likely, and maybe a few SCP's, but it shouldn't be a "Form connection with all D-Class & SCP's instantly over long range, simultaneously escape." There are a few complications involved with the escape:
a. Since none of the D-Class would be able to keep the link for over a month, the act of forming links, planning escape, and acting would all need to be done quickly. (Few) SCP's have any amnestics applied to them, however, so the link would stay intact indefinitely, even after the escape.
b. Any targets of the effect would need to be seriously trusted, since they could just as easily tell the foundation workers about it, rather than help. They would also need to get in contact with Researchers or other people who have access to the codes, or be connected to a D-class that watches someone enter one. Since anyone working for the foundation would be almost guaranteed to sell them out, a lot of trust would have to be between them.
