Essentially, an anartist with a fondness for cheesy slasher films takes a crack at creating an urban legend of his own design in the same vein as "Cropsey" or "Bunny Man". What he does is basically kidnap someone with retrograde amnesia and debilitating psychosis, and then go about doing some manner of brainwashing until he is, for the most part, completely subservient to him.
They then go about giving them a number of anomalous capabilities that fall in line with slasher movie tropes, such as being able to mark their "territory" (ie, Jason Voorhees with Crystal Lake, Haddonfield in Halloween, etc) which, while they still reside in it, allows them a considerable degree of influence within it. For instance, they have the capacity for short-range teleportation, similar to how killers manage to catch up with their victims despite never going any faster than a mildly brisk pace, or subconsciously influencing their victims into becoming progressively more reckless and imprudent, highlighting how the victims in aforementioned movies are renowned for their stupidity.
However, due to the nature of the SCPs mental state, they do happen to have moments of lucidity. Within this small time-frame, they'll try their best to actively ignore the people they were supposed to be pursuing, giving them an opportunity to escape, or actively setting up things in their favor to either allow them to flee, or potentially kill him, so the SCP can finally be free of their suffering.
There is also going to be an addendum showcasing how the SCPs creator was capable of controlling them, which involved a mixture of soothing music and talking to it in a quiet tone. It was what they considered the easiest and most convenient work-around, since most of the time people aren't going to try and convince this hulking monster that they should leave them alone in a nice, quiet voice. Researchers would eventually discover this (somehow), then use it to make containment of the SCP easier.
