So first of all, your sandbox should be named after your username, not the SCP draft. This is relatively minor though.
The image
So I've seen that image before. It's sourced from an iOS app called 'Action Movie FX' (https://itunes.apple.com/gb/app/action-movie-fx/id489321253?mt=8). From my (admittedly limited knowledge), the image is as such owned by Bad Robot Interactive, the company who developed Action Movie FX. If you want to use it, you'll need their permission, I believe. Another critic can maybe correct me on that.

When writing containment procedures, ask yourself if the SCP will escape if the procedures are not followed. In this case, if it's not steel, will the SCPs break out? If it's, say, tungsten, or a titanium alloy, or made of five metre thick wood, will the SCP still be contained? If so, you don't need to specify.

Interesting thing to note: typical HAZMAT suits do not defend you effectively against radiation. Instead, they are completely sealed, preventing radioactive particles (like contaminated dust) from entering your lungs, eyes, etc. They'd need at least half a metre of lead lining to protect against gamma rays, which would make them impossible to wear.
L500 railguns
The Foundation does not (to my knowledge) have access to railguns. Not man-portable, at least. I suggest removing this entirely, and finding another way to incapacitate the SCPs without using sci-fi weapons.
No more than two instances of Scp-3556 are to be kept in containment together.
Firstly: fix the SCP number. Secondly, 'Scp' should be 'SCP'. Finally: each SCP-XXXX cell is about seven and a half metres wide. You haven't specified how many instances there are, but I'll assume there's a few: that's a lot of space they take up. Why should they not be kept together? It's not explained further on.

They have hair that emits radiation and is bulletproof. They're also, presumably, immune to radiation, since they can ignore exposure to nearly 10,000 rads of radiation daily. They should vary enormously from humans, genetically. If the hair and immunity is part of the anomaly, say so, and note that this does not fit the genetic evidence.

Humans have existed for 200,000 years. Unless the species exhibits anomalous evolution, that's not enough time for another divergent species to have occurred, to the best of my knowledge. Also, 'scientist' should be 'scientists'.
Carbon, Oxygen, Hydrogen, Uranium, and Tungsten
1. These should not be capitalised.
2. Where does it get uranium from? Is its digestive system a particle accelerator? Does it feed on uranium? Uranium's not exactly common.
3. Point 2, but the same for tungsten. Tungsten's heavy, too.
The hair creates a radioactive field
Radiation doesn't work that way. The hair might emit radiation, which would definitely be anomalous, else its hair would be decaying into lead over time.

Rads of what? Gamma radiation? Beta radiation? Alpha radiation? I have assumed gamma for the purposes of this critique, but it needs to be specified. Also, 400 rads per hour per hair is a lot of radiation. If we assume it's 400 rads per SCP, that's still a lot, although not quite as bad.

It's not an exoskeleton if it's hair. Rephrase this.

Their hair is pretty tough, sure. But there are way more methods to incapacitate something than shooting it. How about teargas? Or knockout gas? Or mustard gas? etc. Figure out something other than sci-fi weapons.
Overall I'd say it's just a pretty boring idea. It's a yeti, basically, with superpowers. We already have Bigfoot as an SCP, and it's much better than this.
Either scrap this idea or rewrite it significantly. Maybe take it over to the Brainstorming and Ideas forum to get some extra ideas.

its good but it would make sense from a scientific point of view if it evolved parallel to us not "from " us.Maybe we shared an original ancestor? otherwise its good work i think. You could also add iq tests (which the Foundation would almost definitely have done) and add if this SCP organized in societies priomitive or whatnot. Alternatively the foundation could have insuficient info on the thing which again i think its worth mentioning. I think tis needs a litttttle bit of work but i liked it and i think the picture is really cool!
