In this site, containment breaches aren't something to be avoided, they're the mission statement of this secret rogue faction of the Foundation.
Dr. Aborth was a wildlife vet before one of his patients was taken in by the Foundation. He was given the choice between amnestics, termination, or joining the Foundation, and so he chose the latter.
But he never forgave them, and never could agree with their methods. And so he rose through the ranks until he could open his own site, where he would begin his secret project of rehabilitating and releasing SCPs he believed could live alongside humanity in peace.

This is the basis for a subsection/canon that includes Tales and SCP files that focus on Site-192 and the Triple-R Initiative. I think it could be an interesting change of pace, where the Foundation are the antagonists.
