I posted this in the discusssion for Pulaski-Maraschino, so this is hardly new information.
So happy this has finally gotten posted. It's excellent; the concept's great and it's developed well, and there's just enough extra inexplicable weirdness to keep you wondering.
I know some people are going to hate the way you've used blackboxing for the sheer visual ugliness, but I think it works.
To be honest, I actually like the large black boxing. It reminds me of classified documents in old Cold War movies and stuff.
An error, I believe: you say that it was discovered due to an online news story, but the Foundation apparently acquired control of it in the 70s.
As for the SCP itself… I usually like mindfuck concepts, and this one is entirely about conceptual reality versus conventional reality, but there's something… off about it that just isn't clicking for me. You obviously have a clear idea about what this is and what it's doing, but I'm missing something. No vote for now.

EDIT: Only reason I didn't fix that myself is I'm not 100% positivie it's supposed to be SCP-1383, so figure it's best to leave alone.

I'm missing something big here. The idea is certainly interesting, but I'm missing the whole mystery behind it. I like the way you ued the blackboxes. At first i was annoyed, but then i checked and was pleased.

Shouldn't this be "see Incident 1383-A"? That's the part where the item with intelligence roughly equivalent to a dolphin's is mentioned…
Also, there is a lot going on here. But I like it. I like the time period it's set in and the sense of a developing story that leads to some tentative conclusions but never really a single explanation. Several good examples of expungement as well.
