I quite loved this, again as I said elsewhere. I like the detail work, and I like the future elements, and I really like the concept and theme. Nicely done.
It just occurred to me: would the Foundation classify all of these as the same SCP? I know they need to be for the contest, but realistically it seems like they would be different articles.
Well, they're all effectively the same anomaly, in terms of what they can do and where they came from. It's functionally little different from, say, different 609 instances.
Besides, the last thing I need to do is create another GOI.
To be fair, I haven't read it thoroughly yet.
But creating a new GOI is the first thing you need to do. Utterly required. Go. Doesn't even have to be related to your entry. Do it. Right now. No excuses.

Formatting issue?
Overall there is a whole lot of stuff here and it's very difficult to get through comprehensively in my opinion. There's a lot of headcanon here, there's a lot of hints, there's a lot of everything and it feels like it becomes mucky.

I'd really rather that you unexpunge the star they're originating from, since there are only 2 that are approximately the right distance away (Teegarden's star or SCR 1845-6357)

There's so much going on here! I love it.
I've trimmed/removed several sections (like the Chao's Insurgency bit) and will be continuing to revise this SCP for length and complexity.
Edit: Okay, all the GOI stuff and references to other SCPs are gone now as well, and some details about drone behavior have been cut.
Edit 2: And now the documents are all current except for the 1940 one.
Edit 3: Still trimmed for brevity and relative simplicity, but 90% of the references are back in, because I like worldbuilding.
I know you've edited down for complexity, but this is still not flowing correctly from my viewpoint. It's weird, because I know there's a unifying theme to what's going on here and I know what you're attempting, but even with that it's just not reading like a coherent narrative to me.
The individual components to what is going on are written well enough, and there's enough mystery left to be intriguing, but it's still coming across as muddled. No vote.
