I've read SCP 129, which describes that all common colds are the result of several SCPs. It claims that while though 98% of humans get sick, less than 1% of humans get the sub-SCP with extreme symptoms.
Now, sicknesses have been around a long time. People got sick long before your proposed SCP-001 was discovered.
So all the researchers would have to do is examine old, dead corpses for evidence of subversions of SCP-129. (Considering historic outbreaks in Europe - not hard!) It would be easy to prove that your SCP-001 merely explains SCPs that already exist.
This SCP is well-written but I'm not sure if I like having every SCP explained by an ordinary sheet of paper. Some of these SCP are related to each other -the Half-cat had her other half found in a dimensional pocket. Yet most are not related at all. Some have religious origins and some come from 11-dimensional space. I can't picture something generating them all… especially something so plain
So then, this proposal claims that SCP-001 is just reporting on SCP's, not creating them, unless it knew it would be opened at least 129 times and could therefore create the disease in advance.
I don't think it's a problem, it just makes this SCP-001 proposal all more worrysome.
Alternately, this could be a return to the theme of retroactive alterations to reality. Perhaps colds used to have a mundane cause, or perhaps prior to these changes, humanity had never been plagued with low-level sinus and respiratory ailments…Dun dun DUUUUUHHHNNN!!!
Not the strongest dread I've felt reading SCP, but an interesting thought. Were that to be the case, it would beg an odd question: why wouldn't humanity have weak ailments?

The fact that's its just a plain sheet of paper and it created items so powerful and diverse is what makes it interesting.It really challenges your imagination about how the papers are so powerful yet seemingly weak and unimportance.
You don't need to be majestic or great or visually overpowered to be Powerful,that's what I understand from this SCP.

I had a half-developed idea for a 001 proposal similar to this, but with a twist. What if 001 no only creates the other SCP objects, but could destroy them as well? Imagine SCP-682 being destroyed by something as simple as touching a match to a piece of paper.
Now the fun part… Why not just torch the whole thing outright? Well, the Foundation has a lot of influence, a lot of power, and the few at the top would have a lot to lose if the whole thing could be wrapped up so easily.
Basically, SCP-001 would be a relatively harmless SCP in and of itself that would serve as a conduit for the most frightening human characteristic - the lust to obtain power and the willingness to watch hundreds of thousands die screaming to keep it.

It's implied that this created the first 1000 SCP's, which would include SCP-343. Exactly how powerful would this item have to be to create the creator of the universe this was created in before it was even created?

I read this article assuming that once the sheaf creates SCPs retroactively, Discworld style (a quote comes to mind: "Yeah, you've had it for ages, but did you have it for ages half an hour ago?").
Ende's "Neverending Story" did it earlier. The stories narrated by Bastian were retroactively true.
I like this article a lot. I would suggest a few grammatical changes: the use of the term "military execution" in paragraph 2 could be switched with the term "termination", seeing as this word is used a lot more frequently in articles and fits the tone of the Foundation more. Just a friendly suggestion, love the article and the idea :-)
In my opinion I really liked this one but… The feel felt off, I can't explain why but it was what I get when I read it.
I enjoyed thinking about this proposal (and still am). As Wildt mentioned, what would happen if one of the pages were destroyed? Why don't we know the number of pages, even though one can clearly see how many by examining it? Does it change per SCP, or just shift uncontrollably from ten pages to two pages? Is there any way to "re-view" past documents, or does the sheaf of papers merely continue in order, ad infinitum. This SCP proposal keeps your mind working long after you've moved on.
The question of whether or not this SCP creates or simply documents other SCPs is probably the reason for its popularity (as you can see in this duscussion). Also, its encompassing of all other SCPs makes it a very plausible SCP-001.

Whenever I read the lines that it is guarded by Ds, I can't but imagine the occasional D looking through the papers. And yes, the containment procedures are intricate and it doesn't seem like a D could bypass then, but it's just what I imagine. And so they bring more SCPs to our world. :)
This is my favorite description of what is basically genesis. I like the logic of it but it gives the perfect amount of mystery as well as being one of the more well written articles I've ever read (which numbers in the thousands). I deleted my vote and re-voted a +1 just to make a point. But a theory comes to mind. If this is a potential way that SCP's are created, and it's under lock and key with ridiculous securities measures… How do they keep coming?
Well, they did say that each SCP was only discovered to require an SCP classification AFTER its report showed up in this thing, so theoretically it's just catching up from the previous administration or something to that effect.
…Or maybe it's not the only copy.
