This is remarkably well-written.
The technical aspects give us science nerds a lot to look into without being overwhelmed. The sci-fi spices are effectively-placed, and are sophisticated in their restraint: the last sentence of the first paragraph, that the Foundation doesn't regard the mere existence of DBIs themselves as anomalous, the concept of a scientifically-plausible evolution of sapient dark-matter beings, that we are observing "mundane" acts of extraterrestrial intelligence without their knowing, etc. The prose is so polished that it can put the line telling us why the Foundation actually considers this anomalous deep into the description, and not only get away with it, but be a pleasure to get to.
The particular human contact gives this an emotional sweetness which, thanks to the contrast of the technical detail and the originality in the remainder of the article, doesn't feel like it's all the article relies on.
